Devonport Murals - Call for Artists

Vibrance, in partnership with Devonport City Council, are calling for expressions of interest for two separate mural opportunities in Devonport’s CBD: The Market Square Mural Project and The paranaple arts centre Wall.

Devonport is quickly developing into a centre for arts and culture in lutruwita/Tasmania and a gateway for tourism, being the port for the Spirit of Tasmania. This is an exciting opportunity for artists to have their work included in the city’s public art collection, situated close to the ever-growing, Rooke Lane street art corridor.

This project is part of our commitment to new works in northern Tasmania, within our Australian Federal Government RISE (Restart Investment to Sustain and Expand) Grant.

Who can apply

These opportunities are available to artists residing in lutruwita/Tasmania, or artists who have spent significant time in lutruwita/Tasmania (at least two years), or have significant connection to the region. Artists from diverse backgrounds, styles and from the region, are especially encouraged to apply.

While artists at all career stages will be considered, artists who already have a proven track record for producing large-scale public murals will be strongly considered.

Groups are welcome to apply, however the artist fees are set and will not be increased for groups.

When

The walls will be painted in early December 2023, which will mean completing design work during November. See specific installation dates for each mural below.

Please keep these dates in mind when expressing your interest in the project. If your submission is successful, you must be available to complete your works during this time. The installation will need to be completed using height access equipment, please consider if you would feel comfortable working at heights. Vibrance provides a site induction that includes safe operation of this equipment.

Opportunity 1 - Market Square Wall

This project will commission an artist from lutruwita/Tasmania to install a large-scale artwork on a prominent lift shaft wall, situated on the side of the Multi-level carpark in Market Square. As an entryway to Tasmania, this mural will form part of an already vibrant public art collection in Devonport CBD, while building on Devonport’s reputation as a city that embraces street art and the arts within the cultural landscape.

Brief

Artists are encouraged to apply to produce an outcome that aligns with their current artistic practice. There is no specific theme or brief for the content of this mural, however artists are encouraged to consider the work’s contribution to Devonport’s public art scape and the individuality of Devonport City as an emerging centre for the arts within Tasmania. These values, along with a sense of place, align with Devonport City’s Public Art Strategy, 2022-2025.

Wall Location

The wall sits between Rooke Street, Fenton Way and Best Street in the Market Square precinct.

The area available to paint is ~55m2.

Note: the billboard on the wall will be removed, so the artwork will cover the full concrete area of the front and left side of the lift shaft.

When

This wall will be painted between December 1st and 17th.

Budget

This project is a paid opportunity consisting of a fixed design fee and installation fee.

Opportunity 2 - paranaple arts centre Wall

A second opportunity exists for an artist from lutruwita/Tasmania to create a work that will fill the wall on the side of the paranaple arts centre. This is a prominent cultural location, within the City centre with high visibility and visitation.

Brief

While broad in its interpretation, the successful artist will need to respond to a brief that alludes to the performing arts, in keeping with the use of the building, as well as enhancing the vibrancy of the precinct through the transformation of what is currently a blank wall.

Wall Location

The wall sits next to the entry and information point of the paranaple arts centre, also next to the outdoor screen - 145 Rooke Street.

The area available to paint is ~30m2.

This wall will be painted between December 4th and 16th.

Budget

This project is a paid opportunity consisting of a fixed design fee and installation fee.

Design Fee: $500

Installation Fee: $4000

Materials, Equipment and Support

Vibrance will support the artist by providing all mural materials, access hire, equipment, organise all related planning, traffic management and safety requirements. Vibrance will assist with installation, but it is expected that the artist will also be capable of working unassisted at times throughout the project.

Selection

Submissions will be assessed against the following criteria by the selection panel, including criteria from the Devonport City Council’s Public Art Strategy, 2022 - 2025:

General Selection Criteria:

  • The quality and originality of work submitted
  • Is relevant to location
  • The impact your work will have on the surrounding public space
  • Evidence of working on large scale works
  • The impact it will have on your arts practice
  • Availability of the artist to complete the project in the production time frame.

We can only assess applications based on the images we receive, not work familiar to the selection panel outside of your submission. Please consider this when submitting and put forward work that demonstrates your ability to paint large-scale, wall-based, artworks.

Artists or artist groups will be selected on the basis of advice from a panel consisting of representatives from Vibrance, Elected Devonport City Council Members, Council Officers, Community Members (elected via a nomination process, and based on their ability to meet criteria around knowledge and practice) and RANT Arts Officers.
